The "Requester" is anonymous and does meet the definition of a requester under the RTKL. 65 P.S. 67.1101(a)(1). Dismissed. Upon Request for Reconsideration, while the Petitions extensively theorize and debate what can constitute a name, the fact remains that the requests and appeals were made while trying to conceal the Requester’s identity. I cannot conclude that the Appeals Officer committed any error of law or abuse of discretion that would warrant reconsideration. Denied.
