Request sought a copy of any and all plans preliminary and final submitted to the agency by CMC engineering and CVE engineers for a specific time period. The appeal as it relates to the records provided during the pendency of the appeal is moot. The agency reasonably interpreted the Request to seek those records "submitted" to the agency. The agency demonstrated that no additional records responsive to the Request (i.e. those plans submitted to the agency) exist in its possession, custody or control. Denied in part and dismissed as moot in part.
