The City reasonably interpreted the portion of Item 2 Request seeking records other than emails. The Request is insufficiently specific in part, but the City did not demonstrate that the portion of Item 2 of the Request seeking emails is insufficiently specific. The City did not demonstrate that it searched for all possible records responsive to Item 3 of the Request or that no responsive records exist within its possession, custody or control. The record does not support a finding of bad faith. Granted in part, denied in part and dismissed as moot in part.
