The Agency provided access to certain records on appeal and proved that other records do not exist within the possession, custody or control of the Agency. Additionally, the Agency proved that some records are confidential under FERPA, are medical history records, contain exempt personal information, and show the identity of a minor. Lastly, the Agency proved that some records are exempt under the constitutional right to privacy. Denied in part and dismissed as moot in part.
