The Agency proved that some records do not exist within the possession, custody or control of the Agency, but failed to prove that others do not. The Agency proved that some records are protected by the attorney-client privilege and the attorney-work product doctrine, that others are protected under the constitutional right to privacy, and that others contain exempt personal identification information. Lastly, the OOR declines to make a finding of bad faith. Granted in part, denied in part and dismissed as moot in part.
