Request sought licensing information for nine named medical professionals. The Department provided six records on appeal but failed to prove that the redacted portion of the records is likely to threaten the personal security of the individuals or contains exempt personal identification information. The Department also failed to prove that disciplinary records are exempt as noncriminal investigative records; however, the responsive records provided by the Department indicate that there is no disciplinary history for the six licenses. The Department proved that two records do not exist within its possession, custody or control, and that one portion of the Request is not sufficiently specific under Section 703. Granted in part, denied in part, and dismissed as moot in part.
