The District provided some records on appeal, properly redacted confidential attorney-client communications, properly redacted the identities of individuals applying for social services, and proved it is not in the possession, custody or control of certain records. However, the District must provide records it previously provided to the Requester in prior RTKL responses. Granted in part, denied in part, and dismissed as moot in part.
