Request sought mail-in ballots and envelopes for the 2022 primary election. The County partially granted access by inspection, pursuant to the Election Code, except for signatures on the envelopes and military electors. Based on Sec. 3150.17 of the Election Code, the signatures on ballot envelopes are public records and may be accessed by inspection pursuant to the parameters of the Election Code. The Voter Registration Act does not apply to the requested records. Sec. 3150.17 of the Election Code expressly limits access to any records of military electors. Granted in part, denied in part.
