Request sought various records, including solicitor invoices. On appeal, the District provided responsive invoices, with redactions. Certain personal identification information is expressly exempt from disclosure under the RTKL; thus, insofar as the redactions were made to information expressly exempt from disclosure pursuant to Section 708(b)(6) of the RTKL or the constitutional right to privacy, the redactions were proper. However, insofar as any other information was redacted, the District did not present legal argument or evidence supporting the redactions. The District demonstrated that no additional records responsive to Item 3 of the Request exist within its possession, custody or control. The record does not support a finding of bad faith. Granted in part, denied in part and dismissed as moot in part.
