The Requests sought bills or invoices submitted to the jail for off-site medical care and outpatient or inpatient medical care. Under HIPAA and Section 708(b)(5) of the RTKL, the agency may redact any medical information but must disclose the amount due and payment status of bills. The agency is also permitted to produce the redacted records on a rolling production schedule. Granted in part and denied in part.
