Requests sought surveillance footage, text messages and video recordings of meetings and a presentation. Agency provided the meeting recordings on appeal, and proved that neither the text messages nor a recording of the presentation exist in its possession, custody or control. Agency did not properly deny the request for surveillance footage for failure to use a form, and the request was sufficiently specific under Section 703 of the RTKL to enable the agency to identify responsive records. Granted in part, denied in part and dismissed as moot in part.
