The CVR is a digital equivalent of the contents of a ballot box, which is exempt under the Election Code. Completed absentee and mail-in ballots are open to public inspection. Finally, the other documents sought, to the extent that these records contain voted ballots other than absentee and mail-in ballots, may be withheld under 25 P.S. § 2648.
