The Requests sought records of all available email metadata for communications exchanged between any member of the City's Bureau of Police and any email address ending in @hsi.dhs.gov, @ice.dhs.gov, or @dhs.gov over a period of nearly 10 months. The Requests are sufficiently specific. The City has not demonstrated that exporting the responsive metadata constitutes the creation of records under Section 705 of the RTKL. Granted.
