Agency appropriately redacted legal invoices of material that is protected by the attorney-client privilege, but two invoices appear to have been over-redacted. Certain records are exempt communications with an insurance carrier or risk management office. Agency did not meet its burden of proving that no other records responsive to certain Items of the Request exist in its possession, custody or control. Granted in part, denied in part and dismissed for lack of jurisdiction in part.
