Request sought records related to the Intergovernmental Working Group on Child Safety and Stability and the Child Abuse and Neglect Fatalities and Near Fatalities Work Group. Agency provided records on appeal. Certain records are protected by the Child Protective Services Law. Some, but not all, records reflect the agency's internal, predecisional deliberations. Agency did not prove that no other records exist in its possession, custody or control. Agency may redact personal identification information, but may not redact individuals' names to the extent they exist separate and apart from email addresses. Granted in part, denied in part and dismissed as moot in part.
