Request sought various records pertaining to the Requester, a 2022 trespass letter, law enforcement involvement and disputes involving the District. Agency provided some records on appeal and demonstrated that no additional records exist within its possession, custody or control. Agency proved that certain information is personal identification information, relates to communications with an insurance carrier and/or would identify the name, home address or date of birth of a minor. Agency also showed that certain information is protected by the constitutional right to privacy, FERPA and/or the attorney client or work product privileges. Agency cannot redact records solely on the grounds that they are nonresponsive, and it must provide records that were redacted where no grounds for redaction were identified by the Agency. Granted in part, denied in part and dismissed as moot in part.
