Requests sought various records pertaining to law enforcement agreements between boroughs and the Allegheny Valley Regional Police Department ("Department") and records that would indicate a criminal investigation regarding the Requester from the Department. The Department did not properly deny the Requests or prove that the Requests did not comply with the Department's RTKL policy. The Department did not meet its burden to withhold records. Granted.
