The Department demonstrated that a responsive incident report is part of a noncriminal investigation and not subject to disclosure. The Department also demonstrated that one responsive incident report is part of a criminal investigation and the OOR does not have jurisdiction. Denied in part and dismissed for lack of jurisdiction in part.
