Request sought records pertaining to a particular complaint and information pertaining to officers and agencies certified to conduct polygraph tests between 1994-1996 from the City of Philadelphia Police Department ("Department"). The Department demonstrated that the responsive complaint and investigative records were part of a noncriminal investigation and the records are not subject to disclosure. The Department also showed that records for part of the Request do not exist because the Request seeks records past the Department's records retention schedule. Denied.
